Multiple Award Schedules: Solutions for Your Mission
For more than 60 years, GSA’s Multiple Award Schedules (MAS) program has been providing customers with access to the products needed to complete their missions. GSA Schedules are fast, easy, effective contracting vehicles for both customers and vendors. GSA establishes long-term governmentwide contracts with commercial companies to provide access to millions of commercial products and services at volume-discount pricing.

You can order products, supplies, and services from GSA Schedule contractors or through the GSAAdvantage!® online shopping and ordering system.

Customers contract with pre-approved vendors and benefit from pre-negotiated fair and reasonable pricing with GSA Schedules (also referred to as Multiple Award Schedules (MAS) and Federal Supply Schedules (FSS).

Transforming Your Experience

Through the years, there have been a number of changes to the program that have helped make it more effective and streamlined for federal agencies. Today, with that same goal in mind, the Multiple Award Schedules program is undergoing a number of changes that address current market forces and provide government with a streamlined, value-based contracting solution that continues to save time and money well into the future. We’re transforming the program in four distinct areas, with tangible results:

Competitive Pricing: FAS launched the Formatted Product Tool (FPT). This tool, an integrated enhancement to the eOffer/eMod system, will improve speed to market for Schedule contractors, standardize part numbers for an improved GSAAdvantage!® buying experience for the Schedule customers, and strengthen horizontal pricing data analysis for our contracting officers to promote competition on product Schedules.

Result: Improved confidence in MAS pricing, faster access to new products, and improved product search capabilities.

Innovation: FAS has recently launched the Making it Easier Initiative, which includes a program to get innovative startups on Schedule faster. FAS is also examining MAS to make it more attractive to agencies through initiatives such as an unpriced schedule and flexibilities related to order level materials.

Result: MAS offerings will include the newest technologies and advancements available at your fingertips.

Enhanced Cycles: FAS continues to update policies related to offer and modification submission and approval, including automating routine modifications such as price reductions. Processes are being streamlined while maintaining the integrity of the Schedules as a superior acquisition vehicle.

Result: Price reductions and addition of new products/services happen faster and more frequently, which allows users quicker access to new Schedule contractors and solutions.

Stakeholder Engagement: FAS is working with industry partners as well internal stakeholders to ensure that the MAS program remains the contracting vehicle of choice for the acquisition community. Engagement has been a continuous thread throughout the effort.

Result: Productive conversation between GSA and Industry leads to better requirements, policy and better outcomes for government.

Streamline Your Acquisitions with the Professional Services Schedule (PSS)
In 2015, GSA launched the single Professional Services Schedule (PSS), giving federal-agency acquisition professionals the ability to obtain total solutions for complex professional-services requirements using only one contract vehicle. Combining eight single Schedule contracts into one, PSS provides access to the same professional services that GSA has always offered, but in one easier-to-use contract environment. Additionally, for both industry and GSA, the new single PSS eliminates significant contract duplication and workload previously associated with negotiating, administering, and auditing multiple contracts.

The single PSS is one of several GSA/FAS initiatives underway to ensure that GSA contracts meet the needs of the federal acquisition community as we work to help the government be more efficient and effective while also reducing costs and redundancies. Another initiative is category management, which was introduced to streamline and simplify the federal acquisition process and allow the government to make smarter buying choices. OASIS
One Acquisition Solution for Integrated Services (OASIS) and OASIS Small Business (SB) are multiple-award indefinite-delivery/indefinite-quantity (MA-IDIQ) contracts that provide flexible and innovative solutions for complex professional services. These contracts:
  • Span many areas of expertise and mission spaces
  • Span multiple professional-service disciplines
  • Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task-order level
  • Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task-order level
